Establish a self-perpetuating trust and "insure" the fiscal source of funds for programs in the Act

Tobacco Prevention and Cessation

Establish 8 programs recommended by the CDC.a A minimum of 15% will be spent in minority communities. The intended allocation of the program components based upon recommendations are consistent with CDC guidelines. Programs include:

(1)     community prevention programs that reduce youth tobacco use

(2)     local school programs for tobacco education (K-12)

(3)     enforcement of youth tobacco control laws and public and private policies concerning environmental tobacco smoke

(4)     state-wide programs to increase local coalition activities

(5)     tobacco cessation programs

(6)     tobacco-related disease prevention

(7)     public awareness and health promotion campaign

(8)     grants and contracts for monitoring and evaluation

Medicaid Expansion

Strengthen the health care system by developing a mechanism for new coverage as funding is available for (1) pregnant women, (2) basic benefit package, (3) prescription drugs and personal care services for adults age 65 and over, and (4) hospital reimbursement

Ensure minority health issues are appropriately addressed and create a minority health outreach campaign through Medicaid program (23% of the Targeted State Needs Funds)

Transfer new knowledge on senior health promotion from Little Rock site throughout the state (22% of the Targeted State Needs Funds)

 

·   Arkansas College of Public Health

Bridge UAMS and DOH educational/training needs for the state (33% of the Targeted State Needs Funds)

 

·   Delta Area Health Education Center

Enhance health care access and health education in the Mississippi Delta (22% of the Targeted State Needs Funds)

 

Arkansas Biosciences Institute (UAMS, ACH, UAF, UA-Ag, ASU)b

Form an Institute and combine the strengths of major research institutions—medicine, agriculture, and bioengineering—to identify new treatment options and expand opportunities for the state. The Institute will focus on conducting:

(1)     agricultural research with medical implications;

(2)     bioengineering research in the agricultural-medical fields;

(3)     tobacco-related research on tobacco-related illnesses in Arkansas; and

(4)     nutritional and other research on prevention or treatment of cancer, congenital, or other related conditions

Fund capital improvements needed for Tobacco Proceeds Programs without risk to state through authorization and issuance of Tobacco Settlement Revenue Bonds by the Arkansas Development Finance Authority for the UAMS Biosciences Research Building (£$25,000,000), ASU Biosciences Research Building (£$20,000,000), and College of Public Health (£$15,000,000)
